Abstract: 

One of the important pillars of the policies of the resistance economy is their justice. Optimal allocation of banking resources allows individuals to play a role in the economy. The present study tries to enumerate the effective and priority factors that have a great impact on the fair allocation of banking resources and provide executive solutions. In this study, first by library study method, the principles and requirements of equitable allocation of resources based on resistance economic policies were extracted and policies and requirements of justice were calculated by comparative study of other countries. After extracting these requirements, the status quo of each of its indicators and solutions was put to the vote of the elites, and based on the two-sentence test and the Freudman test, these results were prioritized. Then, using the meta-analysis method, the most important strategies of equitable allocation of resources were identified in order of priority, which are: 1. Strengthening technical supervision and improving the independence of the central bank, 2. Improving and expanding information and communication technology and expanding fintechs, 3. Reducing the ownership of government institutions, 4. Supporting banks that are developing a venture fund They help and 5. Develop guarantees accepted by the bank and accept trust-based documents. If these priorities are implemented, the allocation of resources in banks will be fair.

Abstract: 

Scientific progress is a significant basis for decision making in health, but the field also invests in value-laden concepts and responds daily to sociopolitical, cultural, and evaluative concerns. In low income countries, these systems face several challenges including underinvestment, lack of human capacity, and lack of public satisfaction, inadequate utilization and poor health outcomes. Ethics is an organizational, development-oriented force that provides both methodological and motivational support to public-health practitioners and policy-makers. The objective of resource allocation is just decision making. Resource allocation in health is made in macro level (total health system), me so level (hospital) and micro level (individual patient). There are specific ethical challenges in every level.The characteristics of fair resource allocation in macro allocation are relevance, publicity, revision, enforcement and empowerment. The criteria of resource allocation in mesoallocation are mission, quality, efficiency, need and process. Ethical issues in micro allocation are justice and equity and autonomy. Nowadays there is a need to create a theory of resource allocation to be interdisciplinary, environment based and practical. The obvious and systematic survey of ethical issues in decision making process is essential.

Abstract: 

In this paper, we will try to examine the energy efficiency by allocating resources in wireless powered communications networks (WPCNs). In this study, the several users initially receive energy from the power station and then communicate with the information station. This paper deals with the fairness on the user's energy efficiency while ensuring minimum throughput for users and fulfilling the energy harvesting power constraints. The problem variables are the timing between receiving energy and sending information per user, and the transmit power of each user, whereas in the previous works, it has not been considered as joint allocation. Due to the non-convex nature of the problem, the some simplifications are used for solving it. In order to solve simplified problem, we present an innovative iterative algorithm with far less complexity than exhaustive search algorithms. Simulation results indicate that the proposed method provides better energy efficiency than other WPCN optimization methods and the only time allocation method. Also, the presented algorithm balances the energy efficiency among users and simultaneously guarantees the minimum rate required for each user.

Abstract: 

In recent years, the increasing growth of population and economic development aroundthe world is leading to rising demand for limited resources, and this issue has caused environmental conflicts in the exploitation of common resources. In such situations of conflict, to achieve fair allocation, numerous mathematical tools associated with different theories can be used. A systematic understanding of the interactions between individuals and groups of beneficiaries in environmental conflicts can help to create strategic and effective solutions in order to manage resources, and better policies can be offered by using these theories. Bankruptcy theory is modern, functional and highly flexible theory. Therefore, in this study, by using different methods of bankruptcy theory including Proportional (PRO), Constrained Equal Lost (CEL), Pinile (Pin), Constrained Equal Awards (CEA), Adjusted Proportional (AP) and Talmud (TAL), allocation of surface water of the Urmia Lake basin among three provinces including East Azerbaijan, West Azerbaijan and Kordestan, was investigated by considering provided minimal environmental requirements of Urmia Lake, (3100 million cubic meters) and the results of the different methods were compared. Based on the results of this study, the CEA method provides the maximum allocation for the two provinces, Kurdistan is 100 percent and East Azarbaijan is 93 percent and satisfies the two provinces from the three provinces more than other methods. Therefore, based on the Plurality rule, the CEA method in this study was selected as the preferred method.

Abstract: 

In this paper, a delay - difference second - order proportionally - fair rate allocation algorithm has been proposed. As conventional proportionally - fair rate allocation algorithms deploy some form of scaled gradient ascent iterative algorithm for converging to user optimal rates, using fast second - order algorithms, such as Jacobi or approximate Newton methods, can be considered as natural and good candidates for increasing the convergence speed of the rate allocation algorithms, Stability analysis, related to scaled gradient ascent algorithms, in the presence of propagation delays, has been performed by some researchers, such as R. Johari et al., in Cambridge, In the current paper, the stability conditions of a second - order Jacobi method in the presence of propagation delays, with the simplifying premise of equality between all the users_ propagation delays, is derived mathematically_ Simulation results show that even in the general case of different propagation delays, stability is maintained.

Abstract: 

To ensure fair budget distribution across the country, equitable resource allocation is crucial. This involves using budget planning informed by land use data to tailor fund allocation to the unique characteristics of each region. Spatial data has recently become vital in decision-making for various projects, including land use planning and disaster management, enhancing implementation across management domains. Resource allocation is inherently complex due to its dependence on diverse factors, often viewed as semi-structured problems. Addressing these decision-making challenges requires integrating the spatial dimension into the processes. Consequently, technological solutions like Spatial Decision Support Systems (SDSS) have been developed to improve decision-making in budget and resource allocation, which is a sensitive issue across different levels of society. In this study, decision-making techniques based on qualitative analysis have been applied in the field of resource allocation and budgeting. Therefore, using spatial decision support systems (SDSS), the climatic, industrial, natural, political, and other characteristics of various regions in the country have been categorized based on specific qualitative parameters. The resource distribution functions for different regions have been established in the system’s inference engine, taking into account various characteristics and using decision-making logic. The results indicate that the use of this system leads to appropriate resource allocation while considering regional features. In particular, it provides recommendations for budget allocation in underdeveloped or border areas to enhance security and, in general, addresses the deficiencies of traditional resource allocation methods that do not take these factors into account.

Abstract: 

Proportional fairness criterion, first proposed by Kelly, has outstanding properties in allocating fair rates to network users. For example, it resembles the Jacobson’s AIMD method in rate allocation to users, and there exists a well-established stability analysis relating to the stability of the rate allocation algorithm. Kelly’s algorithm uses a form of the scaled gradient ascent projection method for converging to the equilibrium point. The structure of Kelly’s algorithm is such that in some instants of time, the aggregate flow which is passing through a link may exceed the link capacity. In other words, the algorithm is not loss-free. In this paper, we have proposed a novel time-varying scaled gradient ascent projection method that, under some assumptions about the link penalty function, the rate allocation algorithm is loss-free in some network topologies. Also, it is shown by simulation that in a general network topology, the proposed algorithm does not have any loss event in comparison with the Kelly’s method.

Abstract: 

Global attention has focused on the general deterioration of water quality due to rapid industrialization, population growth and a steady decline in the amount of safe water available. This study provides a new framework for waste load allocation from an fair and equitable perspective. First, the optimal scenarios are generated by calling the (Streeter-Phelps) S-P equation with the Nod-dominated Genetic Algorithm-II (NSGA-II) optimization algorithm. In addition, using two fairness measures from Rawls' theory of justice, two optimization problems specifying have been defined with three objective functions, such as minimizing total treatment costs and violating standards. Then the Complex Proportional Assessment (COPRAS) method has been used to select and compare most waste load allocation scenarios. Results indicated that optimal waste load allocation scenarios based on Rawls justice theory in addition to reduce of the violation rate of the DO could effectively configure a system to allocate treatment cost fairly.
